From fisherman shopkeepers to police officers, the people of this island near the border with Myanmar were all drawn in to a multimillion-dollar people smuggling business — some as participants and others as concerned observers. At first, smuggling focused mainly on fortune-seeking migrants and offered locals a lucrative alternative to traditional livelihoods.
