There is a pocket of startling poverty in the hills at Hogdalen, just a 20-minute Metro ride from the center of #Stockholm, one of Europe’s most affluent capitals. While refugees from outside Europe who gain asylum become eligible for basic social welfare benefits, poor European migrants who lack jobs — most notably the transient Roma beggars — typically get little or no help from the government safety net.
